            <text>In February 2017, the Garden State Islamic Center (GSIC) brings an RLUIPA suit against the City of Vineland after the city’s denial of septic permits. The city had approved plans for the mosque in 2012, but when GSIC moved into the second phase of its construction in 2016, the city withheld the necessary permits claiming the project no longer fulfilled sewage regulation requirements. GSIC’s RLUIPA suit alleges decade-long harassment by the city dating back to an earlier lawsuit and settlement over the center’s initial application in 2009. The city files a motion to dismiss the case on the grounds that sewage regulations are not covered by RLUIPA. The District Court of New Jersey denies the motion to dismiss following a Statement of Interest by the DOJ arguing for a broad remedial interpretation of RLUIPA. </text>
